There’s a lot to be criticized about our deeply broken system of justice and incarceration. But I don’t think one can judge it on its ability to punish a foreign sovereign—which is principally a function of executive branch foreign policy, to the extent our law allows it at all. @GunnelsWarren/1594053005585907713
