@RossBinkley @Teleonomic @justinamash In theory I agree with this, but as an avid C-SPAN watcher, I can tell you that most Congresspeople and Senators give speeches to essentially empty chambers with a few clerks. I’d strongly favor a rule to force attendance to vote on a debate, but it’s not the world we have.
