@rgoodlaw @RadioFreeTom I might parse that more carefully. In the post-2001 era, “follow the law of armed conflict” has largely come to mean “we’ll do whatever the unscrupulous ideologue lawyers we pay for this stuff can twist laws/precedent to justify.” They can and have justified nearly anything.
