@neal_katyal @Lawrence Call me cynical, but every statement of how “Trump can’t do X” is quickly followed by “It turns out that if the President lies or declares an emergency, an obscure XYZ statute gives him all the power of X and more, because Congress assumes Presidents are constrained by politics.”
