@DaveScottSC @NormOrnstein @CBSSunday It seems likely to me that the courts will not look behind the fake emergency declaration, nor the use of seized funds. But given the statutory language, a reasonable person would expect that the unilateral use of taxpayer funds against Congress’ will (some $3.5B) will not stand.
